Sam's Local Produce no longer there after quest completion

Reproduction Steps: I opened my old single player save file after taking a break from the game. I had completed all of Sam's quests in that save, including Local Produce, but the diplay is now empty.

Repro Rate: every time I open the save file. I tried completing more quests, moving time forward, relaunching the game. The display is always empty.

Game Details: Steam V 1.2-1239; Keyboard/mouse mode
