Title gave 30 osmium kelp essence and 15 osmium crops to Cho Oyu. It registered that I gave it to her. I then shut the game off for the night and then when I game back the next day it's saying that I didn't give her anything. My kelp and crops are gone thought.

We’ve received similar reports about the Starlet Expedition quest, and the team is already working on a fix.
From our investigation, the issue happens when the quest is partially submitted and then the game is exited or closed, which causes the progress to reset.

As VIxiaChick mentioned above, for a temporary workaround, we recommend gathering all the required items first and submitting them all at once.
