I just started the game and bought 3 bags of seeds. When I planted them, I only got 1 seed, then the bag was empty.
I restarted the game from the beginning and the same thing happened again.

In the game there is not 'bag' of seeds, you buy individual seeds and plant them. In your chest and inventory it states how many seeds you have per individual crop. Screenshot attached
If you have 2 strawberry seeds, you will plant 2 of them and that's the same with all seeds.

No, 1 = 1 seed, they aren’t sold in bags but individual seeds.
