there are now two types of events with NPCs.
Hearts events when available will show time and place and trigger a cutscene when you show up there.
Hangout events are new. To see them you need to ask character to hangout and then see a cutscene after. And are essential to progress to the next level of hearts.
In the relationship panel you see the progress and what you need to do next.

sometimes heart events wont show until u do the hangout event. it was purposely changed to that

can you send a screenshot of your relationship panel page, so it's more clear?
because if we're talking about heart events there are still notices of time and place.

"hangout events" u need to "ask" them to go hang out. but with shark boy he has to be on land.

hangouts have no set time or date (as long as it isnt a festival day)
