Construction on the Arcade Center is NOT finished

Hi, I've recently worked on the construction to Arcade Center and the town hall shows that the construction is complete, but the actual place shows that it's still under construction.
I've been waiting a few more days with game time, but the same status is in progress.
I've tried reinstalling the game but it's still having issues.
