I dont know if its me who cannot find do this right, but im wondering since the multiplayer update i think, or earlier (sorry if i don't recall when) but the heart event changed and it says to see info about heart event on 2 but when i click nothing shows up, i really can't seem to see WHEN the heart events is or most importantly where :S its really frustrating since the multiplayer update alot of bugs has come into the single player section, which frustrates me a bit but it happens
anyone els have similar issue ? Or know how to fix it please do share

I'm still a relatively new player, so I'm not sure what's new or not since the update. However, I have noticed that for me the "new event" banner shows up both for "regular cutscene" events and for hangout events. So to clear the banner entirely if there's otherwise no instructions about where/when, I've used the "ask" option to do the hangout event and that seems to have done the trick. Could this be the case for you, too?

In your video, when you moused over Noah, two click options appeared: one for "talk" and one for "ask". Using the ask option, you can trigger the hangout event, where it brings up a menu if different places, which expand into different activities. You get to pick one, and that will begin the hangout event.
It starts with a cutscene of you and the other person doing the chosen activity, and then it goes to a dialogue with the person. My understanding is that this dialogue after hanging out is the "hangout event".
If you haven't done hangout events before, it is good to know that they take 2 hours from the in-game day, so plan to do them on a day when you aren't worried about time!
Also, I think the hangout events are blocked on festival days, so on those days, the ask option won't appear.

I know all about hangout events, But my problem is they wont tell me when it is, sometimes there's info sometimes there's not, and its never been that way before, i've played it since it came out... and seen the changes along the way as well, but this seems not optional... let alone like a bug

For hangout events there's no set day/time. You just ask the characters to hangout howeever you like and afterwards you should get the cutscene

some heart events require you to complete the hangout events before unlocking further heart events have to complete hangout events before. And in the video you're hovering over the available "see hangout event #2" so you need to do the hangout event.

Thank you @undone cove & @wise tide for your help in explaining how the events work! Adding to what Stardust Nite said: you need to complete everything on the Relationship tab before you can progress further. Here's an example from your video to make it clearer:
- 1 (Marked in red): This shows the Heart Event details. If a box appears here, it means a new heart event is available. If there's nothing there, you need to raise the character's heart level to unlock the next event.
- 2 (Marked in orange): This shows the Hangout Event details. For example, with Chaem, you currently have access to 4 hangout events. To unlock Hangout Event 8, Chaem’s heart level must first reach level 8.
However, it should be noted that some heart events required a letter to be triggered. So be sure to check your mailbox daily 😉

no no i think i get it now . just wish it was a bit more clear about how it works now, there are some aspects of heart events and such that are very confusing without any guide or something
