Was about to make my own post over this, I'm playing Co-op.
Reproduction Steps : non-host player ran north to start tree planting festival, loading screen showed 0/2 players ready, Host player was able to run straight past the balloon and only non-host plater could see the boat they use during festival when visiting the mines.
Repro Rate: We did not try reloading the day yet, just logged off for the night

Hello, I also experienced the same thing today. I went to the ranch before 8am on the day of the festival, waiting around for it to open (so around 7:40am, the balloon wasn't there), bought chickens and ducks and went back to the farm and then no baloon at all for the festival. But after I reload and stay on the farm until 8am, the baloon was there.
The day before I mostly do farming and fishing, ran around town.
I use keyboard and mouse, on steam, latest version (by today), single player.
