This has happened for me once so far on my fresh single player play through and once for my friend on our multiplayer play through. The event start balloon thing will not be where it is supposed to be and we can just walk through where it should be and not get stopped to start the event.
For me, it happened for the tree planting festival. The balloon is supposed to be at the north exit of the farm. That morning I ran right through that exit with nothing there and searched all over the forest to find it, but never found anything. When I restarted the day by going to the title screen and started the save file again, the balloon was where it was supposed to be.
For my friend in our multiplayer game: he had the same issue of not being able to see the balloons for the Cherry Blossom festival while I was able to see it. I was there waiting for him to join and I could see him run/dash right through the start point for the festival. I had them leave then rejoin. When they rejoined they were able to see the start point for the festival.
