My (host) co-op was experiencing this bug when he tried to build a fish pond,
“So when I would try to scroll through the options to buy it, it would jump to the very bottom item that was for sell. It wouldn’t let me scroll up to what I needed. I kept opening and closing the menu and it kept happening.”
-added: The fix he found is instead of trying to scroll up to get to the item you want, just keep scrolling down
