#Unable to adopt pet in multiplayer world

I'm not hosting but am unable to adopt a pet. I have a pet house, a bed and an upgraded house. When I go to adopt it says "you can't adopt anymore pets" no one else in the world owns a pet. The only other animals are barn animals
