Are you on single player or multiplayer? If MP, are you hosting or joining a game? Also if MP - can other players see the kelp too?

I am having a similar issue, I can harvest some kelp but others I cannot. I am in multiplayer joining a game and host cannot see the kelp. I am assuming visual bug because I can get some kelp it's just annoying being unable to distinguish what is real or not.
