In multiplayer only host can adopt pets

Title: A short summary of the issue.

Reproduction Steps: Im the second player. I tried to adopt a cat - i have outside bed and indoor, but when i try notification pops up "you cant adopt any more pets". Our town and everything is on rank E, so we should be able to adopt. After some thinking we thought maybe host have to adopt first - he can adopt 2 pets, we have 2 cats, the game recognize my pet beds. We upgraded the house, but i still cant adopt any pet. Also, the cats we have right now, I cant have any relation hearts with me, hearts are blocked for me as second player. But i can use the cats for pet festival.

In-Game Date & Time: First year, middle of summer around 5th (first time) and summer 10th same year (another try)

Players & Platform: We have 2 players total, host is playing on PC steam same as me

Game Version: v1.2-1238

Input Mode: Keyboard & Mouse

Following this i am also having this issue! Town is rank E and host was able to adopt but second player even having a bed says “you can not adopt any more pets”
