Multiplayer can't adopt pets

I am hosting a multiplayer game with two friends, one is playing on ps5 and myself and another on steam. I have been able to adopt a pet but for some reason the other players aren't able to.

They have pet beds and houses but every time they try to adopt they get the error "You can't adopt any more pets."

I think there’s an error where only host can adopt so there aren’t too many pets running around
