#Borderless not working in menu

Playing on steam latest version (think it is 1.2 -1238).
In graphic settings I set borderless, and it works only when not in "pause"
When I running anywhere or during cutscenes I can move mouse outside of game.
But when i click "ESC" to pause game, borderless stop functioning and can't get mouse outside of game..

Adding to that, why even have borderless, if when I click on website on second monitor, game automatically pauses?
