Friendship events triggering but not completing in singleplayer

Reproduction Steps
I have already done the cutscene's for the inn, you would be able to test it out with the mayor on a rainy day.

When I skip the cutscene for the heart events/friendship events they do not get marked as completed even after finishing watching the event itself. When I go through the one for Theo and do not skip it, it does complete and the text 'new event' disappears.

I also cannot get the event to trigger again the next day, making it seem as if it did complete the event yet does not mark it as completed. Even when I go to the character overview it does not tell you where to go for the event, even though the character list still shows that you need to do that event.

Repro Rate
Every time I skip the cutscene for the friendship event.

We’ve checked your save file, but unfortunately we couldn’t reproduce the issue on our end. We were able to successfully get the checklist during her hangout when skipping the cutscene.
