Reproduction Steps: In Title Screen Settings, under Display, choose "No Limit" as FPS limit and Apply.
Entering the game brings the usage back to an acceptable percentage (40-50%).
Changing the FPS limit in-game (not on the Title screen) does not have this issue (GPU usage at 40-50%)
Repro Rate: Every time the setting is applied

Input Mode: Mouse and Keyboard
No current save file. My only active game is a multiplayer session with a friend

As far as I can tell, it only happens on the Title Screen, not in game.

I do not but just ran a test with no other apps running except Steam (the platform) and Task Manager (to check the usage).
This is another test with additional applications. Edge and Chrome are both playing video
And after I set the FPS Limit back to 120
