Part of the Beach Can't be Hoed

See title and screenshot. Self explanatory.

Reproduction Steps

• With an Osmium Hoe, charge it up into any size area you want and let loose on the beach.
• 1x3, 3x3, 3x5, and 5x5 would all fail to to till/dig up the area in the screenshot.
• The screenshot is not the only location where you can't till/dig for treasure.
• NOTE: I don't think enchantments affect things here insofar as unable to dig is concerned.

Repro Rate: Always, in the same spots.

Why yes I'd love to. Here you go! Keep an eye on the stamina bar when you see the problem area too. (And I'll note it's not the only part of the beach. There is at least one other spot, but I didn't go looking for every NO DIGGING ALLOWED tile.)
