This is best explained by the clip. Basically, something weird happens with targeting rock nodes in the mines when they're against a wall to the point you can't hit the rock you're targeting with the mouse cursor.
Pay particular attention to the mouse cursor versus the highlighted tile on the ground.
Reproduction Steps
See included video. I have it happen during normal gameplay and haven't seen a pattern for how/when it can happen other than trying to mine from the side.
Reproduction Rate: Not always. See how I can move to the "top"/"north" and strike down? It's mostly from the side this happens.
