I noticed that during the beach clean-up minigames, my farmer is in his undergarments, no matter what I have him wear beforehand. Is this intentional, or a bug?

Not a bug, unfortunately. They've never added a bathing suit category, so any time we're swimming, we end up just in our underwear. We've been asking for years for a proper bathing suit category for these situations.
