Missing Heart Events?

I tried proposing to Wakuu but when I spoke to him I had a prompt telling me I need to unlock all the cutscenes. But the relationship menu isn't saying I have one available. Is it bugged?

Nope, you're in winter, many scenes will not trigger during winter.
