I'm supposed to meet Raphael at the Blacksmith courtyard between 10-2pm. I've tried it two different days and he's not there. I assume the courtyard is the area outside where there is blacksmithing stuff. Is this broken or am I doing it wrong?

Then yes, it needs to be sunny weather. You can check next day's weather on TV
