Hi im a bit of a perfectionist/completionist and ive tried 4 different characters and i just cant seem to get base, bronze or some silver versions of shells from tye two areas past the merfolk kingdom ive tried doing as little as possible and zero upgrades but i cant get them

Unfortunately, that would be because item quality is linked to the ocean rank; as you clean up the ocean, fish and underwater items will be higher quality because the ocean is healthier and cleaner

So, in the deep sea, you've already gotten a few ranks in the ocean area, and thus low-quality items will be overall rarer than high-quality items

Ahh do you know if they still have a chance to drop the lower rarities still

There's technically still a chance? But it's far more unlikely.
