Townie interaction limit?

So I'm not sure if this was covered or answered already, but I noticed a sort-of "cooldown" period where I can't interact with townies or merfolk until a certain number of in-game hours have passed.

What's the reason for this?

So, you only get the talking bonus once per day, which would only incentivise you to talk to someone once. However, you can trigger different dialogues after two hours in-game, or different conversations
