Community Center did't town rank A.

My personal rank in info is A but the community center is still B, so the quest to S doesn't show up.

The board will update after a cutscene. You will get it and a rank S quest after about a week (if winter festival is going - more)

What do I have to do to get the cutscene? I've been going in and out of the community and still can't find it.

You will get a letter from mayor and a cutscene and a quest a week after getting rank A

Yes I get a cutscene now I get rank A in community center, but can't trigger a s rank quest in community center.

After you get a cutscene in the community centre congratulating the town on rank A, sleep. The next day you will get an overnight cutscene/dream and prompt to go to the community centre again. There you will get a rank S quest.
