Since the first cast after getting the Lucky Angler perk, every fish triggers a notification of the activation of the perk, but the minigame always triggers.
I am unsure if the instant catch ever triggers; it has not so far, but I do not fish much.
I am playing v1.1b-1236 on Steam

I don't have access to my computer right now, but will send my save file soon. In the meantime....
The notification occurs every time I get a fish on the line (after clicking). The actual perk has never triggered, but I don't fish enough to state positively that it won't trigger.

I have this same issue. Also on Steam.
My lucky Angler perk has a 99% trigger rate, I did 10 casts and all triggered but I thought I seen at least a few in the past couple days where it didn't trigger. At least the effect "Lucky Angler" pops above my MC head. All of them don't actually instant reel nor has it ever happened.
Max level fishing rod, with or w/o bait, level 6 fishing Skill.

Forgot to add, I primarily use Xbox One Controller but just tried with Keyboard, same effect.

Update: After fishing for 3 days(ingame) out of probably 30 fish caught, it finally triggered an instant action. That being said, every cast triggered the emote !! Lucky Angler and yes when it actually happened, it also had the same emote.

I'd like to add to this that it does trigger properly its just a really rare occurance (as its mentioned for the 3%) the message does pop up on after every catch though
