Hello! As the title says I can't get Wakuu's 10th heart event to trigger, I've seen all the other heart events (there are no new event notices in the relationship tag under his profile), it's Spring, my home is at the 3rd upgrade, and my town is D rank. I actually stopped playing months ago because of the same reason, then I heard there was a bug fix so I came back but it's still not triggering.

Check the NPC tab to be sure you've seen all the events. If you have, just wait for a letter to show up.

I've done all npc events, it's been a full year I hit 10 hearts with him

Try watching the 8th heart event again through the Tablet of Memories and seeing if that triggers the letter. It won't ever trigger in winter, so if you are in spring, it should.
