Repro-rate: I don't know, when I triggered it I was able to consistently make it worse until I couldn't move at all, even with dashing. Steps felt clear enough that I could do it again if I wanted, but I also felt no desire to continue using the hammer over the sword.
Repro:
- Equip a hammer
- alternately hit the attack and special attack quickly, such that the attack button cancels the charge of the hammer without the swing
- try moving, notice it's much slower
- do the trigger again
- again slower
- repeat until you cannot move anymore.
