Raj's coffee ring does not work

Boosts to attack speed from raj's ring don't do anything. Instead the ring of speed boosts attack speed.

Input mode: Controller
Platform: Steam
Repro-rate: 100%
Repro:

• Have no trinkets equipped
• evaluate attack speed of sword, hammer, shield, spear
• equip one attack speed ring
• evaluate again, note no speed increase
• equip a second ring
• no speed increase
• remove both rings
• no change in attack speed
• equip speed ring
• note speed increase (I focus on swords, but I did try everything)
• equip a second speed ring
• note speed is even faster, but less than difference between no ring and one ring.
