I'm to the part that I can now help with the town improvements--like a pool, etc. I had the cut scene, and I could not choose one to do. I waited and went back the next day. It still does not allow me to choose one (any of them). Is this a bug or do I have to do something else first?

You have a model of the town in the community center, right? Do you have "Reach the rank S" quest?
When you hover over the town model and press 'interact' or something like that there is supposed to open a panel of town attractions. Do you have needed materials?

Like this one. I definitely have all of these materials--but I can't select Confirm or Enter even.

Well you don't have them on you. The materials need to be in your inventory. As you can see from the screenshot materials are 0
Put all of them in your inventory and then come back
"Confirm" button will be active

No problem. 
Some tips, you can start several attractions at the same time, order doesn't matter. Except for recreation center attractions, they can be done in order only. Also, if you start attractions from Dippa at the same time as holograms, her time spent will be added. Example, you have hologram - takes 2 days, and start ramen shop - 7 days, ramen shop will start not tomorrow but in 2 days. @rapid hill
