Main story quest triggered too early

Repro Steps: The quest Rebuild Merfolk Kingdom was triggered too early in my game. From the wiki I understand that it is meant to trigger after reaching town rank A but for me it instead triggered after reaching town rank C. It was also at the same time that the quest One of Us triggered for me, as I had reached ocean rank A not long prior.
Repro Rate: Since I have only played on the one save file so far I cannot say if this issue occurs more often.
Platform: Steam
Game version: v1.1b-1236
Input mode: keyboard and mouse

Sending the save file separately since discord didn't let me add it to the original post for some reason

They changed it to after finishing the ocean quest.

Ohh okay, thanks for the info, I was confused since in the cutscenes and tutorial screen it very much looked as if One of Us should already be completed
