On the steam's latest version you can have only one partner, so giving them a locket means you're engaged, ring - marriage.
It's been suggested in feedback by multiple users on changing it back and we've received confirmation that team already had discussion about this topic and are tweaking something.

OK, thanks for clarifying! I guess I keep thinking in terms of dating there would be a middle step but all of the outings count as dates in this way i think

Previous system, you reached 8 hearts with dateable NPC, you gave them locket and made them your boyfriend/girlfriend/datemate. You could date all single NPC's.
Now (steam v1.1b-1236) you can only have 1 partner, therefore locket means you're engaged and then give them the ring to marry after reaching 10 hearts.
