At the start of the corridor into the kitchen where Olan is working the player can swim outside of the palace walls on the lower part of the corridor. You don't get to roam freely, but it seems to be a missing or wrongly offset collider on that wall.
In this savefile, go first to the underwater home/farm and have a chat with Olan. Go to the Naga Palace afterwards and finish the taste-test-cutscene. After it is over, go into the palace to deliver 7 Marinip to Olan at the kitchen. (Not sure if the order of events were relevant for this bug, but anyway).
