so we got married on the 4th spring of year 3, in the game I'm now at 18 summer year 3.
The scene was reproduced on the 1st day of summer and that's it. I increased the house to lv 4 and the scene only replayed when the game asked me if I wanted a child then stop.
and no I haven't disabled it

Ahh, that's unfortunate! Thanks for letting us know the update. Could you share your Backup folder in a ZIP file as well? It's located inside the SaveGames folder where you find the DailySave file.
Additionally, could you share a video or screenshot of your in-game Settings? Thank you!

We’ve tested this using your save file and were able to trigger the Woohoo cutscene on our end. The Woohoo feature operates on a probability system, meaning the outcome is influenced by chance. We recommend continuing to play and progressing through the days to see if it triggers in your game as well.
