Sam's heart event not triggering

Issue: Sam's heart event isn't triggering. I've tried entering the store between 10:00 and 16:00 multiple times over several in-game days, in different types of weather and it won't start. I've also restarted the game but didn't fix the issue.

The event details only say to enter the store between 10:00 - 16:00, it doesn't specify any other criteria.

this is the same problem as with some of Noah's cutscenes that requirements are not listed.
