No. Right now the festivals have set townies that attend each one.

I think merfolk do attend festivals after/during chaperone quest

They do. I just saw all three dateable mermaids at my year 1 new years festival. Just have to get past a certain stage in the quest line

They attend some of the festivals after chaperone, but I don’t think it’s all of them. I know beach cleanup and new year are ones they attend
