No they can’t unless they own the game on Steam.
To further append above: due to the usually rapid nature of beta's bugfix cycle, non-Steam platforms cannot be involved in the usual testing phase of major updates. Once the features are developed, then multiplayer will be available on their respective platforms; crossplay, however, is an altogether different beast.
Thank you for that detailed response! I know the main focus is multiplayer at the moment, but will cross play be another beast to tackle in the future?
That is something only the developers can answer, and if it is, then it'll likely be towards the end of the development cycle - to look at it comparatively, look at Baldur's Gate 3 - a huge game with huge support - that is only now getting cross play, as Larian reaches a place where they are finished adding new things to the game and will probably only do bug fixing from here on out.
The simple reason for that is making sure all versions of the game across all platforms are considered the same, both inside the code and outside of it, or else errors start to crop up
