So, to keep it brief, on my old save file I had this beautiful, glowing, mer tail. I made a new game and completed most of the mer storyline to do the Orchestra quests, but the shiny/glowing mer tail is still unable to be bought in my new save.
Was this changed to an S rank shop unlock, or something? I'm really sad I can't buy that one in my new save

No, it was always supposed to be a quest reward, but there was a bug where you could just buy it as soon as you got your tail. If you switched your tail to something else after that, you couldn't buy it back again until you actually earned it through the quest.
