Resupply Merfolk Kingdom quest not triggering

I cannot seem to have a letter to trigger the event leading to underwater farming, despite having the A rank and completed all missions necessary.
Now, The starlet Expedision quest is already unlocked, but still have not been able to start the underwater farming! help
