I'm in the middle of doing the merfolk chaperone quest and Semeru should be in the inn with Denali and Mira (I think?) but he's not on land anywhere. I finished the scene where the merfolk trio went to fishenchips and then got a few cutscenes on my way to the inn to give the merfolk gifts not sure if that affected? When you try to locate him thru the relationship tab, it says person isn't around. And then if you dive, and look at the merfolk kindgom, he's not in the barracks either. The relationship tab also continues to say person is not around.
Repro rate: I had this randomly happen when trying to locate Ben in in-game fall or winter of last year, but Ben did say that he would leave for a while and come back later. So I didn't think too much of this. I also haven't paid a lot of attention to being able to find tonwies. Sorry.
