I believe this is for a new temple altar in the ocean (Diving Alar) that will be unlocked with questlines. It's like early game where there were items to be offered, but the altar for them wasn't unlocked yet. I'm quite sure this isn't a bug.

I thought it was too and it's too early for there to be info on the wiki. If you go to the temple there's a pedestal in the center that sort of summarizes your progress and it lists five altars, the original four and a fifth Diving Altar. Though I don't know how it displays info for early game.
