Gifting limited to 1 during birthday (after 20 Nov update)

Since the update I noticed that gifting during birthday of certain townsfolk is only limited to 1 instead of 2.

I also noticed that the talking is also limited to only one conversation to any townsfolk, usually it is 2

With the former, that was unintentional behaviour that would allow you to get the birthday gifting bonus twice.

With the latter, now there’s a 2 hour cooldown between new conversations

but during a birthday, the max gift of a townsfolk changed to 3 max, but on non-birthday date changed back to 2.

does it mean that, say, if a townsfolk had a birthday on the 3rd, 4th, 5th, 6th or 7th day of the week, then it is possible to reach 3 gifts per week for that townsfolk? but if the townsfolk had a birthday on the 1st and 2nd day of the week, then it is not possible to reach 3 gifts per week for that particular townsfolk, but only 2 gifts max per week ... because by the time his/her birthday passed, he/she won't be able to receive 3rd gift because the max gift had been reached

No, birthdays are still independently given gifts. They do not (or should not, at least) count against your weekly maximum.
