I am in Year 5 and still have not gotten this artifact. Is this normal?

Farm Mysterious coffers either in underwater caves or ||break nodes in Savannah||. Collect 30-50 of them and them go to the blacksmith first thing in the morning and open all of them. If you don't get what you want, reload the day and do it all over again until you get it. (AKA Save Scum).
Also you could check out black market, sometimes Ratih can sell you the artifact itself. (mon-tue-thur-fri by the lookout)

Some of the drops are very low % rates, save scumming might not be for everyone, but it's allowed me to complete the entire artifact and gem portions of the museum with relative ease.
