No matter what day of the week it is, no matter the season, I cannot grab Connor's hat off the beach. Inventory isn't full either

Nothing much more to say. The hat is clearly visible, and sparkling(like an item that can be interacted with does), but I can never pick it up(inside or outside any festivals down by the beach)
