I am just unable to upgrade any of the qualities at the lab. Playing on PC Game Pass.
Game Version: v1.1-1227
Input Mode: Mouse & Keyboard

Can't find my save file because ProjectCoral folder doesn't exist in my local appdata folder.

Seemed to have fixed itself after my town's rating went up (I think that's what caused it)
