Reproduction: When update first launched it was Fall 14 Year 3 in game. On Fall 15, Bobby and Jeff Smith were in the middle of town. Can interact with them, but the festival never launches- no balloon to start the festival ever appeared.
Played on to Fall 15 Year 4. Letter is received and a notification that the festival is today appear, but still no way to launch the festival.
I started a new game to see if the issue happens in year 1 as well.
Repro Rate: Year 3 and Year 4 confirmed Fall festival does not launch. Checking year 1 and will update
