I heard that there was supposed to be a "tourist bin". But I went to the location where it was said to be and i'm unable to access/do anything. I'm rank B (almost A) and I've seen tourists. Any ideas?

Its requirements have changed from previous versions. Previously it would be accessible on the 1st and 15th of every season, but now I believe it has a sound cue?
