There are several of the merfolk, such as Slamet, who are impossible to gift to. (Other merfolk "shopkeeper have similar issues.) Talking to him was a major issue, but if you stand sort of behind him and hover your cursor about I could finally do that so I got the "met" notice and his thumbnail was added into the merfolk section. I assume this is a known bug, but can't find it in the bug report channel despite searching.
