Ohh, that's unfortunate! When you saved it underwater, do you mean you're sleeping in Barrack or in your Underwater Farm?
May I ask if you've tried to verify the game files too? You can do that by following these steps:

1. Open Steam, go to your Library.
2. Right-click the game, and select Properties.
3. Go to the Local Files tab, and click Verify Integrity of Game Files.

I see. May I ask if the issue failed to sync save from Steam happen when you were on Summer 14th (in-game date)? If so, did you go underwater on that day?

As far as I remember, on Summer 14th, I didn't go to the underwater area. After that, I slept at the town farm. The next day, when I was about to give Etna her birthday present on Summer 15th and returned to the town, the game crashed. Afterward, I tried to avoid the crash by sleeping at the underwater farm, thinking it might solve the issue, but it didn’t.

So, this crash issue first time happened on Summer 15th? Did you use the Fast-Travel or back to the diving pier with Anchor on that day?

Also, may I ask if you happen to use an external application such as a mod or other trainer application? Thank you!

Yes, I tried various ways to get out of the underwater area. First, I used fast travel, then I tried using the anchor. And I didn’t use a trainer, I only used (CE) for some purposes.

What I remember is that on Summer 14th, my internet connection was lost, and I slept at the farm town while the internet was still disconnected. Then, on Summer 15th (when I went to the underwater area), my internet connection came back, and that’s when I got a sync save error notification from Steam, and the game crashed when I returned to town.

I don't think this is due to using a trainer or third-party app. You can check the error log. Thank you in advance.

Case closed, thank you ms @supple abyss for taking the time to help me solve the crash issue. I have found what was causing the crash. It turns out after I used a backup save from the day before, where I was still in Farm Town, I tried changing my outfit, and boom, it worked. It turns out that the white Balinase outfit was causing the crash.

I don't remember when I used the Balinase white outfit; I think it's been a while since I used it, and there were no problems at that time. I also don't quite understand. now I have tested using the Balinase outfit again, and it indeed crashes. So I have to switch to another outfit for the game to run normally again.
