I went to the animal festival and I haven't talked with Nina yet, but my curser did not change to an ellipsis and the right click talk icon is not showing up. I think I might've had the same thing happen at the previous festival, but I wasn't sure if I had already talked to her for that one.

I hope this helps but i've noticed a similar issue. I'm in Spring of my second year and I wasn't able to talk to Nina at either of the festivals. I had not talked to her during the day either. I can offer her a gift and she responds, but after that i am still unable to talk to her. There is no prompt to talk to her either(ie A to talk)
