NPCs Daily talk blocking event dialogues

Reproduction Steps:
NPCs with whom I had hit the max talking amount before the event starts won't be available to interact during the event. They are there, but no talking option shows up. I talked to Surya and Kenny during the day on winter 28, and than I couldn't talk to them during the new year party as if they had nothing more to say to me.

Repro Rate:
It happened on the harvest festival and the new year party, but those were the only ones that i talked to npcs before the start of the event. Might happen on others

I have noticed this as well. I now intentionally try to avoid talking to people on the day of the festival in case I lose the ability to talkk to them AT the festival... But talking to people I walk past is such a habit, I've definitely missed holiday dialogues with several townies.

Possibly (?) related: hitting the chat limit for the day will also block quest-completion conversations (like Paul about the log). Not item deliveries.

Hi everyone! The team has confirmed that this is the intended design for now. If you've maxed out the NPC's dialogue before attending the Festival, there will be no dialogue from them inside the Festival.

It's simply that if you hit max dialogue for the day, you can't complete it because you can't "chat" with him.
